Biography

With over 25 years of health care experience, Gloria Kain provides expertise in a growing demand for health activation services supporting all phases of health care capital redevelopment. She has worked in consulting for the last several years and worked in hospital management for over 15 years where she held progressive senior management roles including: Corporate and Strategic Planning Officer, Chief Planning and Development Officer and Vice President Planning and Development. Completing Ontario’s first Design Build Finance Maintain hospital with Infrastructure Ontario and leading the first phases of a rehabilitation hospital P3 project, Kain has most recently helped support two large scale hospital redevelopments under the newly piloted Progressive P3 model of procurement based on a high collaboration process which is well suited to Kain’s vision and approach to redevelopment.    

Kain has been utilized in a variety of health infrastructure projects in the role of senior advisor and project lead bringing an extensive lived experience in many aspects of redevelopment. This on-the-ground experience helps bring important perspective in a wide range of topics critical in the success of not just capital redevelopment but high quality and sustainable operational transition into new space.  

Kain’s background spans service in acute care hospitals, rehabilitation and complex care facilities, academic facilities, mental health facilities, community-based care and the provincial government. Kain brings a wide range of experience in large infrastructure redevelopment including project management, service development plans, change management, strategy and implementation. She has developed expertise in government relations, negotiations and stakeholder engagement. Through her facilitation and listening skills, Kain has supported multiple regional amalgamations, and hundreds of user group sessions, government negotiations and project partnership agreements to successful completion.
